Drinking Water Membrane Filtration Pilot Testing Goods and Services
The City of Port Townsend, Washington (City) uses the Olympic Gravity Water System (OGWS), a system that consists of river diversions on the Big and Little Quilcene Rivers, raw water storage at City Lake and Lords Lake, and a transmission pipeline from diversions and lakes into the City. The raw water is currently screened then chlorinated at the City Lake outlet as it enters the OGWS transmission pipeline for potable water use. There are no other water treatment steps and the OGWS is currently classified as an unfiltered source by the Washington Department of Health (DOH). The new water filtration and chlorination treatment facility will be constructed at a site adjacent to the existing water reservoir within the City of Port Townsend.
The City of Port Townsend, Washington is accepting pilot testing proposals from up to four suppliers of positive-pressure hollow fiber micro- or ultrafiltration membrane systems (Vendors) for the new 3.0 MGD membrane filtration Port Townsend Water Treatment Facility (PT WTF) to treat the OGWS water. The purpose of the pilot-testing program is to develop design parameters for a competitive procurement selection. Only Vendors that participate in pilot testing will be eligible to participate in the procurement process.
To be eligible to participate in the subsequent competitive procurement, Vendors will be required to follow the pilot testing protocol established to demonstrate successful performance and will be required to base their bid around the performance demonstrated in the pilot testing.
The Vendors’ proposals should be submitted under seal and marked “CONFIDENTIAL” to the
City Clerk of the City of Port Townsend, 250 Madison Street Suite 2, Port Townsend, WA
98368 on or before the 4th of December, 2013 until the hour of 2:00 P.M, local time, of said day. All information provided will be kept confidential to the extent permitted by law, although the contents may be disclosed to third parties for the purpose of verification, investigation of substantial allegations, and in the process of an appeal hearing.

Addenda, bidders list, and plan holders list for the Project are available through the City of Port Townsend on-line plan room or the Builders Exchange website. Free of charge access is provided to Prime Bidders, Subcontractors, and Vendors by going to http://bxwa.com and clicking on "Posted Projects", "Public Works", "City of Port Townsend", and "Projects Bidding". Bidders are encouraged to register in order to receive automatic email notification of future addenda and to place themselves on the self registered "Bidders List". This on-line plan room provides bidders with fully usable on-line documents; with the ability to download, print to your own printer, order full/partial plan sets from numerous reprographic sources (on-line print order form), and a free on-line digitizer/take-off tool. No site visit will be scheduled.
