Request for Qualification: The City of Port Townsend is looking for professional support to help develop a policy framework to identify and develop funding models to support on-going capital program investment.  Areas will include facilities, transportation (both motorized and non-motorized), parks, water, sewer and storm water.  The State of Washington allows local governments to adopt many forms of taxation and assessment to fund local capital projects.  The City of Port Townsend wants to analyze, forecast and develop a policy framework to guide the decision making process, establish priorities and identify the appropriate funding program(s) necessary to implement the City Capital Improvement Program (CIP). The City also will need assistance in developing a “safety net” that will protect low income individuals from adverse impacts of the assessments, fees, and taxation advancing the CIP.

The City of Port Townsend  is opening bidding for supply and delivery of chlorine gas and sodium hypochlorite for the water quality and wastewater departments.  Enclosed is a bidding package for your convenience.

City Lake Outlet Pipeline Replacement

PROJECT DESCRIPTION: The City Lake Outlet Pipeline Replacement Phase 1 – Bypass and Flow Control Facility project is to install bypass system valves and instrumentation so that outlet pipe and associated structures can be isolated to undertake replacement work in Phase 2.  The work requires that the Olympic Gravity Water Supply Pipeline (OGWS) inlet to City Lake be shut down for a brief period of time and valves be installed in the line. 

The WORK includes: temporary flow control bypass, isolation valve on inlet pipe, flow control facility, pressure relief valve, relocation of caretakers water supply, replacement of radios, and generator replacement.

The WORK includes a critical water shut-down and a short-term temporary bypass.  Liquidated damages are in place for these milestones.

The WORK is funded in part by FEMA funds and may have associated requirements.

ESTIMATE: The Engineer’s Estimate for this Project is approximately $640,000.00.

AWARD: The City of Port Townsend reserves the right to accept the bids and award a contract to the lowest responsive responsible bidder which is in the best interest of the City, to postpone the acceptance of bids and the award of the contract for a period not to exceed sixty (60) days, or to reject any and all bids received and further advertise for bids. Upon Contract award, the successful bidder shall promptly execute the contract and shall furnish a bind of faithful performance of the contract in the full amount of the contract price.

Project Description: This project is a seismic renovation funded, in part, by a FEMA grant. The work includes seismic upgrades to existing floor and roof structures, anchorage of masonry chimneys, roof hatch replacement, roofing accessories repair, and entry canopy replacement.

In addition to the base bid, there will be two added alternates.
Additive Alternate #1 includes full restoration work to existing historic windows and doors, and install (6) new windows.
Alternate #2 includes repair existing historic stucco, repair existing steel brackets, new paint to existing and repaired stucco, new paint to existing and repaired steel brackets, new paint to existing steel trim, paint existing light supports.

ESTIMATE: The Engineer’s Estimate for this Project is approximately $320,000.00 including the additive alternates.

PROJECT DESCRIPTION:   The City of Port Townsend is requesting proposals from qualified and licensed firms to provide relocation services for the City’s public library during a seismic renovation project.
 
NOTICE IS HEREBY GIVEN: The City of Port Townsend will receive sealed proposals in the office of the City Clerk, 250 Madison St #2, Port Townsend, Washington, by 3:00 pm, Thursday, February 23, 2012. PROJECT NAME: Sidewalk Tunnel – Temporary Shoring Project - Bid Results for this project

PROJECT DESCRIPTION: The Sidewalk Tunnel – Temporary Shoring Project is an emergency measure to provide short term remedial support for specific areas of the sidewalk slabs in the Downtown Historic District (on Taylor and Water Streets) where concrete “spalling” and rebar corrosion on the underside of the slabs has compromised the structural integrity of said slabs. The WORK includes: Materials, Labor and Equipment to build, in place, forty (40) post and beam frame assemblies.

The WORK is in the vibrant commercial district where some staging will be curbside; consequently, safety and pedestrian traffic control is an imperative for the project. The Project will include reflective traffic cones, stanchions, barricades, signage, etc., all to protect the pedestrian public from the WORK.

BID SUBMITTAL: All bids shall be sealed and submitted on the required Bid Proposal and must include the required bid documents.  All blank spaces for bid prices must be filled in, in ink or typewritten, and the Bid Proposal must be fully completed and executed when submitted.  Only one copy of the bid is required.
Faxed bids shall not be accepted. Late bids will be returned.

Should the successful bidder fail to execute a contract within the time stated in the “Contact Award” section below, the bidder shall be disqualified from submitting further Bid Proposals to the City for a period of two (2) years from the Notice of Award date. 

BID BOND: The Bid will be accepted only if submitted with a cashier’s check or a Bid Bond for the sum of five percent [5%] of the Bid Proposal total amount. Exhibit D will be duly executed and accompany the Bid Proposal Form.

Project Description: The project consists of the demolition of a multi-tiered concrete art piece, approximately 1600 SF of timber dock and piling removal, excavation, relocation of shoreline riprap and placement of new riprap, new concrete retaining walls, wall backfill and compaction, and gravel surfacing, all in a saltwater shoreline environment.
